The fraud pattern
Almost every fuel trading scam shares a single structural feature: the fraudster needs the buyer to commit money before the buyer can verify the product. Whether the requested payment is labeled "tank storage extension", "refinery clearance fee", "logistics deposit", or "performance bond", the function is identical — extract funds before reality check.
Why dip test breaks the model
Dip-test-before-payment turns the entire transaction inside out. The buyer:
1. Signs the SPA
2. Has their bank issue an operative-but-conditional payment instrument
3. Sends an independent inspector to the loading terminal
4. Pays only after the Q&Q certificate confirms product is real and on-spec
A scammer cannot survive step 3. There is no tank, no product, no refinery — so the inspection cannot be passed.
The 95% figure
In our experience reviewing failed deals reported by buyers who came to us after the fact, roughly 19 out of every 20 failed transactions would have been caught at the dip test stage. The remaining 5% involve more sophisticated fraud — substituted product, falsified inspection reports — which is why the independence and reputation of the inspection company also matter.
What the rule does not protect against
Dip-test-before-payment does not eliminate:
- Pricing manipulation through hidden spec deductions
- Title disputes after delivery
- Vessel demurrage claims
- Sanctions exposure on origin
These risks remain — but they are quantitative and contractual, not the existential "your money is gone" risk of pre-payment fraud.

If the only change you make to your due diligence is "no payment before independent dip test", you have eliminated the vast majority of scam exposure in fuel procurement.
