Fujairah: The Middle East’s Bunkering Capital and What Buyers Should Know

Fujairah is the Gulf’s answer to Rotterdam — the largest bunkering hub between Europe and Singapore and a critical waypoint for buyers sourcing diesel, gasoil, and fuel oil for Asian and African markets.

Fujairah: The Middle East’s Bunkering Capital and What Buyers Should Know

Why Fujairah matters

Located on the eastern coast of the UAE outside the Strait of Hormuz, Fujairah is the second-largest bunkering port in the world after Singapore. For fuel buyers, it is the natural blending and trans-shipment point between Middle Eastern crude refining and the long Indian Ocean shipping routes.

What trades here

  • Marine fuel oil (VLSFO, HSFO, MGO)
  • Diesel and gasoil cargoes for African and Indian markets
  • Jet A1 for Gulf and South Asian aviation
  • Naphtha for petrochemical feedstock

Major terminals

VTTI, Vopak Horizon, Gulf Petrochem, and the FOIZ (Fujairah Oil Industry Zone) cluster house most of the storage. Independent storage operators dominate, which is good for buyers — the seller does not also own the terminal.

Loading windows

Loading windows in Fujairah typically run 5–10 days after vessel nomination. Demurrage rates are competitive but congestion does occur during regional refinery turnarounds. Confirm laycan flexibility in the SPA.

Inspection ecosystem

SGS, Intertek, and Bureau Veritas all maintain full operations in Fujairah. Dip tests are routine and well-priced. There is no excuse for a seller refusing inspection here.

What scams look like in Fujairah

The most common fraud pattern: an "ATB letter" from a refinery that does not actually own a tank in Fujairah. The fix is simple — ask which specific terminal holds the lease, and verify with the terminal directly. Real sellers can name the terminal in 30 seconds.
