Buying Fuel Internationally: EN590, REACH Compliance, and Refinery Access from Canada

Most competitors are US-focused or geography-blind. Operating from Canada gives us direct logistics into Europe and access to refining hubs — here is what that means for EN590 specifications, REACH compliance, and your supply chain.

Buying Fuel Internationally: EN590, REACH Compliance, and Refinery Access from Canada

Why geography matters in fuel procurement

Fuel is not a commodity that moves frictionlessly. Each major basin — North American, European, Middle Eastern, Asian — has its own regulatory regime, fuel specifications, and bottlenecks. Working with an intermediary based in Canada gives buyers a structural advantage when sourcing for the Atlantic basin, North America, and Europe.

EN590 — the European diesel standard

EN590 is the European Committee for Standardization specification for automotive diesel. It defines:

  • Sulfur content: maximum 10 ppm (parts per million)
  • Cetane number: minimum 51
  • Density at 15°C: 820–845 kg/m³
  • Flash point: minimum 55°C
  • Cold flow properties: graded by climatic class (A through F, plus 0–4 for arctic grades)

When a refinery offers "EN590 10 ppm", they are committing to deliver fuel meeting all of these parameters, certified by an independent laboratory. A "diesel offer" without an EN590 certificate is not the same product — and reselling it as EN590 in Europe is a regulatory offence.

REACH compliance — the EU chemicals regime

REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) governs every substance imported into or sold within the European Union. For fuel buyers:

  • The substance (gasoline, diesel, jet fuel) must be registered with the European Chemicals Agency (ECHA)
  • The importer of record into the EU must hold or rely on a valid REACH registration
  • "Only Representative" (OR) arrangements are common when a non-EU producer sells into Europe

When PetroMarketplace introduces a Canada-based or US-based seller to a European buyer, we verify the REACH status as part of due diligence. Buyers who skip this step risk seizure of cargo at customs, fines, and personal liability for company directors.

Canada's role as a refining and trading hub

Canada is one of the top five oil producers globally and operates major refineries in:

  • Ontario (Sarnia and surrounding "Chemical Valley")
  • Quebec (Suncor Montreal, Valero Saint-Romuald)
  • Alberta (Edmonton refining cluster, part of the Alberta Energy Corridor)
  • British Columbia (Parkland Burnaby)
  • Atlantic (Irving Oil Saint John — the largest refinery in Canada)

For an international buyer, the practical advantage is logistics: the Port of Vancouver moves Asian-bound product, the Port of Montreal handles Atlantic and European shipments, and the Alberta Energy Corridor out of Calgary connects upstream supply to refining capacity at scale.

Operating from Canada with active relationships in this ecosystem lets PetroMarketplace verify counterparties at source — not from an office in another time zone reading a forwarded email.

Cross-border specifications you must understand

If you buy from a North American source for European delivery, several specification gaps need attention:

1. Sulfur: North American ULSD is 15 ppm sulfur, European EN590 is 10 ppm. Not all NA refineries can produce 10 ppm.

2. Biodiesel content: EN590 allows up to 7% FAME (B7 grade). North American diesel is often B5 or B0. The blend ratio must match destination spec.

3. Cold flow grade: arctic-grade EN590 (Class 4) is needed for northern European winters. Confirm the producing refinery can deliver the right cold-flow class.

4. Cetane: minimum 51 for EN590. NA cetane is often 40–45. Cetane improvers are sometimes added — confirm the additive is legal in destination market.

A serious intermediary will run these checks on every offer. A fraudulent one will tell you "all diesel is the same".

Logistics planning from Canada

For European-bound cargoes:

  • Saint John, NB is closest to Europe (Atlantic crossing ~6–8 days)
  • Montreal handles smaller parcels and feeds Rotterdam ARA
  • Vancouver is preferred for trans-Pacific (Singapore, China, Japan)
  • Houston (US Gulf) remains the largest single export hub for the Americas — Canadian product is sometimes routed via the Gulf for Latin American or African destinations

What you should ask any intermediary

  • Where is your refinery source physically located?
  • Does the source produce 10 ppm sulfur on the day of loading?
  • Is there a valid REACH registration covering this substance for European import?
  • What loading port and which cold-flow class can be supplied for the loading month?
  • Who is the inspection company and which terminal will host the dip test?

If your counterparty cannot answer these without consulting "the principal" for two days, you are not talking to anyone with refinery access.

The PetroMarketplace position

We operate from Canada with active relationships across the Canadian and US refining ecosystem and verified intermediary relationships into European markets. Every offer we present has a named refinery, a named loading port, a named inspection company, and a verified REACH route into the destination market. That is what real refinery access looks like.
